Join us as a Performance Management and Quality Improvement Specialist, a key position reporting to the Deputy Director and serving as the office expert in driving performance management and quality improvement initiatives within the Office of Drinking Water. Help support our growing work in developing operational measures and dashboards to support our team to make decisions about program improvement needs and resource allocation.
The Environmental Public Health Division believes that healthy places = healthy people. The division works to improve the health of people in Washington state by preventing and reducing exposure to health hazards in the environment and supporting healthy places where people live, work, and play. The mission of the Office of Drinking Water is to work with others to protect the health of the people of Washington State by ensuring safe and reliable drinking water.
Responsibilities include, but are not limited to:
- Develop, Monitor, and Improve Operational Plans: Spearhead the development, monitoring, and enhancement of operational plan goals, strategies, and performance measurement objectives for the Office of Drinking Water (ODW).
- Lead Performance and Accountability Efforts: Take charge of ODW’s initiatives related to performance and accountability, ensuring alignment with organizational goals.
- Data Analysis and Reporting: Utilize your expertise in working with complex data systems to collect, collate, verify, and analyze data for operation and performance measure reporting. Your reports will be instrumental in informing management, external partners, and EPA reporting and auditing.
- Strategic Recommendations: Leverage ODW’s operational and performance measurement data to formulate recommendations that will guide the office in planning and defining future goals and strategies.
- Project Management: Track reporting deadlines, collaborating with lead authors to develop timelines, work plans, and assignments for report development and submission.
- Change Management: Utilize change management tools to facilitate and navigate organizational and process changes within ODW.
Duty station can be anywhere in Washington State. The job will have limited in person activities, likely less than one (1) time per month.

Required Qualifications
Note: Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
- Option 1: Six (6) or more years of experience effectively leading strategic planning, quality improvement and/or performance management efforts.
- Option 2: An associate degree in organizational development, public administration, business administration or closely allied field: and four (4) or more years of experience effectively leading strategic planning, quality improvement and/or performance management efforts.
- Option 3: A bachelor’s degree in organizational development, public administration, business administration or closely allied field: and three (3) or more years of experience effectively leading strategic planning, quality improvement and/or performance management efforts.
AND demonstrated experience in each of the below:
- Leading or participating in LEAN and other quality improvement methodologies events
- Microsoft Word or similar word processing application for document creation and formatting.
- Microsoft Outlook or similar email systems for electronic correspondence.
- MS Excel or other spreadsheet software to create and manipulate large or complex spreadsheets, use mathematical formulas to calculate data, and link worksheets; import data from other sources, filter lists, and create and format charts, graphs and pivot tables.
Desired Qualifications
- Lean Six Sigma Green Belt certification.
- Project management certification.
- Experience with Results Washington or Governor-initiated performance management systems.
- Experience in project management and use of its specific methodologies and tools.
- Experience in Change management Principals.
