Job Responsibilities
Job Summary:
Reporting directly to Women, Infants and Children (WIC) Fiscal Director, the WIC Senior Fiscal Analyst supports the financial management of the WIC program in accordance with applicable federal regulations and applicable state law. Assists in the coordination of financial management activities of the state WIC office and district operations. Also ensures financial management compliance for the WIC Farmers’ Market Nutrition Program (FMNP) and the Senior Farmers’ Market Nutrition Program (SFMNP).
Job Duties and Responsibilities:
- Develops local agency (district) allocation for nutrition services and administration (NSA) funding per the Georgia WIC Program Local Agency Funding Methodology. Coordinates and manages the distribution of these funds through the Department of Public Health (DPH), Division of Finance.
- Reviews and approve state WIC office (SWO) and district budgets and expenditures to insure eligibility of costs in compliance with 7 CFR Part 3016, Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments, 2 CFR Part 225, Cost Principles for State, Local and Indian Tribal Governments (OMB Circular A-87) and other applicable regulations and requirements.
- Prepares monthly and quarterly expenditure analysis including state WIC office personal service, regular operating costs, and other projections. Monitors monthly food issuance obligations and coordinates with DPH Finance.
- Ensures compliance of the DPH Modified Indirect Cost Rate on all allowable federal grants.
- Assists with state fiscal year and federal fiscal year close-outs as directed. Ensure the timely liquidation of all outstanding obligations. Ensure final reporting is submitted according to applicable deadlines.
- Assists in addressing all USDA financial management inquiries and state auditor requests.
- Assists with all grant applications.
- Maintains deposit files and check long for vendor and participant fraud penalty payments and disburses timely correspondence to WIC Vendor Management and OIG.
- Provides fiscal review and administrative processing of travel requests and reimbursements, approving travel transactions via Concur and/or required documentation to comply with the State of Accounting (SAO) travel policies and procedures.
- Performs other assignments as directed.
Minimum Qualifications
Bachelor’s degree in business or related field from an accredited college or university AND Four years of experience related to area of assignment.
Preferred Qualifications:
Preference will be given to applicants who in addition to meeting the minimum qualification possess the following:
- Must be proficient with Microsoft Office products (e.g.., Word, Excel, PowerPoint)
- State of Georgia budget and procurement experience
- Demonstrated ability to analyze financial data and complex legal requirements such as federal regulations
- 2+ years’ experience using PeopleSoft in a financial environment
- 2+ years’ budgeting and grants management experience
- Experience overseeing state government budget development and monitoring.
